A preliminary study explained the lack of optimization and implementation of tourism development concepts. This study aims to analyze and optimize the 4A instruments (Attractions, Accessibility, Amenities, and Ancillary) in the development of the Lamongan Marine Tourism (WBL) destination. This study used a descriptive qualitative approach with data collection techniques such as in-depth interviews, field observations, and documentation. Research informants consisted of WBL managers and tourists, who served as key informants. The results indicated that the attractions at WBL are very key and include play areas, educational facilities, and captivating shows that can be enjoyed by all ages. Accessibility to the location is quite satisfactory with the support of public and private transportation. However, improvements in the information system and directions are required. Amenity instruments such as toilets, prayer rooms, food stalls, and rest areas are well-stocked and maintained cleanly. Subsequent developments suggest that the management should increase the number of facilities to cope with the surge in visitors. Supporting services such as an information center, health services, and security are already available and continue to be improved through staff training and periodic evaluations. The concept of tourism development through the 4A instruments has been successfully implemented at WBL. successfully implemented at WBL. This could include new attractions, the development of digital information systems, and the expansion of facilities and services to enhance tourist satisfaction and loyalty
